@Wiw Looking at Street Fighter and since it uses the same engine, it's using .PC1 files. It's a limitation in the file format and according to RECOIL, Tiertex would have used DEGAS Elite to do the art. It's fairly common like DeluxePaint on the Amiga.

It's tricky whether it can do better on a stock Atari ST (obviously the Amiga and STE/Falcon/Mega TT can). The files are already compressed to save space and is within the restrictions of the mode (Low res, 16 colours), it could run higher but will end up looking more like the Amstrad version in 4 colours. There's not really that many fighting games on the computer; only Street Fighter II, International Karate and IK+ in terms of alternatives, the former takes it toll (if it's stock then it's really pushing the machine) while the latter has smaller sprites, are more suitable and happen to be better games on the computer.
