@NONE_Dragon just.. open the sprites as an animation then stretch it?? aseprite and libresprite let you do that, really convenient feature

@sil3nt J Paint has the aspect ratio linked by default which you need to click the middle button (Looks like a chain) to unlock it.
Edit: Seems to only work on Sakura, Dan, Rolento, and Morrigan. Couldn't find the exact percentage for Cammy, Guile and Dhalsim.

RTB said the following about these sprites:
"Apparently the sprites themselves are that way... Knowing Capcom and how they had in-game scaling for Marvel vs. Capcom 2's sprites, they probably fixed the size in-game.
...they're also all of characters that have recycled sprites, surely that could have something to do with it."
