@Yawackhary so what about DIG DIG II? That game got a U.S.A. release?

Probably why it was a Japanese exclusive were a few reasons. Firstly was the 5 game per year limit that Nintendo of America had and some companies had to be a bit picky especially from prolific companies such as Namco, Capcom and Konami (why Konami had Ultra Games and in some cases, even that wasn't enough), then there was the fact that Dig Dug was considered an old game at that point that might have struggled to sell. If there was a choice between releasing Pac-Man or releasing Dig Dug, Namco would have chosen Pac-Man since it would have meant more sales.

Also I'm not sure whether Namco could have published it at the time since a lot of their games were handled by either Atari/Tengen (who I believe had the arcade distribution rights in the US, yes it also meant that a few of Namco's games were unlicensed in the US such as Rolling Thunder) or Bandai. They could have released it late into the NES lifecycle when they did release games themselves e.g. their version of Ms. Pac-Man handled by one of their go-to developers literally to this day Now Production.

Even if Tengen or Namco released it, Europe/Australia still would have got screwed somehow because Namco didn't have a way of publishing their own games until they became Bandai Namco in the mid 2000s (everyone from Sony, EA, Sega, Acclaim, Phillips, Atari [as in Infogrames Atari, it was their last partnership] to even Nintendo brought out their games, even then what they got was far less than Japan or the US outside of a few selected games including a few anime/sports games). As a note Europe officially got Pac-Man in 1993 on the NES when the market was dying, about 9 years after Japan and 5 years after the US (even Australia got it 3 years before as an unlicensed release). If you wanted Pac-Man or Dig Dug in Europe, either it was import or in the case of many countries already had it on a Famiclone...

It eventually got a Virtual Console release so not quite exclusive anymore.

@CaptainGame17 Doesn't happen often but it's usually a sign of older sheets. Looking at both sheets, some have sprites that the other doesn't have and vice versa. The RaKoon CD sheet is more up to date, has a more pleasing palette and more complete out of the two.

Only thing that I can think of that is missing in that sheet is the left/right walking sprites but then again the tiles are probably the same as up and down. Classic games tend to reuse tiles and sprites due to small ROM space.
