Funny that everyone has the same thought since this was done by C-lab who handled the Mr. Do! SNES port.

Perhaps this game started off as a port of Mr. Do! but then the license expired so Imagineer had to find something to replace it and they didn't have much IPs of their own. It happened fairly often especially on the Game Boy, you lose count how many games had a license fitted in or had one taken away. Also didn't help that this wasn't released in Japan so we wonder whether they would have got the game as it is or cancelled it to be on the safe side.

It actually is a ripoff of Mr. Do. A pretty bad one, to be exact.

No. It's a spin-off of Quest 64 but as a re-decorated version of Mr. Do!, which is why most of it is very similar. Though it has more enemy types. I don't know if the bosses are remotely similar though.
