It's the good ol' "Making a beat at 4 am and listening to it at 4 PM" phenomenon.

Jon Burton explained in a video that this was actually the raw render, but the way Sonic's head was angled made his already-odd looking eye placement significantly exaggerated. Render times back then took a really long time (there are anecdotes of entire games taking years because the rendering was so slow), so it probably would've been too much trouble to readjust Sonic's eyes (some of the Genesis version's cutscenes still have Sonic's wall eyes!).

@Murphmario From what I've read from Neil Harding, it took four months to develop the game. It started in July when the Genesis version was still in development and that screen according to the protos was fixed from around August 31 but probably done just a bit before. Probably my guess is that no one noticed the change and still had the original art as a placeholder until after this Saturn proto was made. The original PIC file gives the date 6 September, a week after the change.

Sometimes when things get ported to another console, the materials that are provided are from an earlier version. This has happened many times, sometimes very minor while others are very noticeable (cough SilentHillHDCollection cough).

The original rip was done via painful piecemealing with ancient emulators. These come straight from the original .PIC files.

That's not entirely true.
You see, back then 3D model rendering took a very long time, and it probably took long until they noticed the error in the model's eye positions.

Y'know, I kinda wish the final genesis version was in the Saturn version.
Also, I feel like it was first an error, but it was so funny they kept it in the beta and the Saturn version.

@Ruskah: I agree that he was supposed to look at the player, but it's not weird because of it being a 16-bit console, I think it was because of a rendering error. I sometimes have that issue with spriting myself.

You know, whenever I see this beta render on its own I think "oh this isn't too bad, why's everyone saying it looks derpy?" Then I compare it with the finalized render and go "oh yeah something's VERY wrong here."

YES. It is pretty interesting tho that they kept this derp in the Saturn versions data. Gotta love that high quality face.
