@Danny Jarquin A combination of the staff overworking to the point of illness (Christina Coffin ended up having pneumonia, had she died then the likes of Assassin's Creed 2 and various other high profile games wouldn't exist in the same way, Chris Senn was also ill saying that he had months to live at the time) due to the Christmas 1996 deadline, staff changeovers at Sega of America, Yuji Naka refused to help and threaten to leave Sega. The game suffered from development hell as it was originally for the 32X, even the other projects ended up being canned such as Sonic Pool. There were multiple versions of the game in development, one was even done by Points of View who had done stuff for Midway. It was like Duke Nukem Forever where the engines kept changing and the one that they had for a while, people found the editor hard to use. STI at the end just became a support studio for Die Hard Arcade then closed and that game also had Japanese staff too. It meant that Sonic 3D ended up being the Sonic Saturn game of 1996 and that had help from Sonic Team due to the Special Stages.
There were plans to keep Sonic Xtreme being a PC game for a while (due to Sega was porting games Saturn to PC) but it finally got cancelled in 1997 when Sega had no interest. The info saying SegaSoft didn't want new games was a lie as if you look at SegaSoft's library, there were new PC games in 1997 and they even launched an online service.
It also didn't help that the Saturn was hard to program at the best of times and people playing the game found it lukewarm, the fisheye perspective and sprites wasn't what people wanted as they wanted FULL 3D. There were signs of switching to have more 3D such as the boss fights. Had it come out, it would have got inflated review scores because it was a Sonic game on the Saturn but actually closer to average in reality unless the boss fights were really good.

further back than just 2.1, just so you know. These sprites were used for the first ever SRB2 "Halloween" demo, and the Christmas demo afterwards was the origin of the sprites you're familiar with from 2.1.

The Sonic X-treme sprites are probably some of the best prerendered sprites in existence. Too bad the game was scrapped.

I know that there are missing sprites, was even aware of this when the sheet was done 10 years ago such as that SOST link that was posted. Did think back then to do a full sheet however decided not to as it wasn't really ripping, even thought of taking the whole sheet down...
Most of these Sonic Xtreme sprites that were ripped came from a file that was shared on Sonic Retro as standards on this site was a lot looser than today and was a project I believe. Had they been submitted today, the entire lot would have been rejected because a) they weren't in the actual game files from any public prototypes since Saturn emulation was quite bad back then with only one decent emulator and b) these came from a leak and the sprites were in a file called PackageX, similar to the Gigaleak/Pokemon Space World demos that have happened in recent history.

There are quite a few parts missing to this sheet. Stuff like his victory animation, that jumpball spike thing, and others. Fortunately, there’s a few sites out there that do have these sprites.

There's some stuff missing. E.g.: the pole hanging animation, a lot of other rotating walkcycles and the victory pose.
