I remember that the Super Mario Kun manga had a... erm, particular gag about this guy... on another note: this game has plenty of bosses that aren't much of a threat.

@Peardian That's pretty much it, yes. These triangles are on layer 2, and per scanline, the background is scrolled to choose the right width. AFAIK, none of this triangle stuff (which is used for many things, including several bosses and some 3D platforms) actually directly uses the Super FX 2 chip, just good ol' HDMA.
(Side note: The sheet says that it's mode 7, when in reality, the game barely ever uses mode 7, only for the title screen, and a few bosses like Bowser.)

If I were to guess, it probably works like this: First, they define a shape using mathematical calculations, such as with vectors or something. Next, they look at the shape row by row and draws the the line whose Y position matches the width of the row in pixels.

I think they stretch and squish each individual row of pixels on the cone to create the shape
